“National High-Tech Enterprise” refers to an enterprise that, within the key high-tech sectors prioritized by the state, continuously conducts research and development and translates technological achievements into practical applications, establishes core independent intellectual property rights, and bases its business operations on these foundations, thereby converting major high‑tech breakthroughs into productive forces. This qualification is jointly guided and certified by the Ministry of Science and Technology, the Ministry of Finance, and the State Taxation Administration, and enjoys extremely high authority and stringent evaluation criteria.
